To “put somebody on ice permanently” is widely understood to mean killing that person. Jeffries’s use of “dead serious” right after only reinforces the idea that this statement was meant to call for Secretary Noem’s murder.
This means that Minority Leader Jeffries has effectively “put a hit” on Kristi Noem, to use a common gangster phrase.
