House Democrats have a plan ready to go the second they win back the majority.

They’re not hiding it anymore, and the target list is longer than ever.

And the word “impeachment” is already coming out of their mouths before November even gets here.

The Playbook They’re Advertising

House Democrats are putting together an oversight agenda that spans multiple committees, all aimed at President Donald Trump, his family, and his administration, contingent on winning the House in the November 2026 elections.

House Minority Leader Hakeem Jeffries of New York is in line to become House Speaker if his party takes control. He recently refused to rule anything out when it comes to the tools Congress could deploy against the President.

“We haven’t ruled anything out,” Jeffries said, “and we haven’t ruled anything in.”

That’s the kind of carefully hedged language politicians use when they want the base to hear “impeachment” without saying it in a way the press can nail them on. And remember, this is the same Democrat Party that said exactly the same things before the 2018 midterms, won the House, and then impeached Trump twice. Same messaging, same playbook, same result you should expect.

Jeffries then added a more direct note: “There is a cost to the American people of the out-of-control corruption.”

But calling something corrupt doesn’t make it corrupt. Democrats spent the last two years in the minority drafting letters, filing amicus briefs, and staging press conferences with zero subpoena power. Now they want the real tools.

Who Is Leading Which Investigation

Rep Robert Garcia of California, the top Democrat on the Oversight and Government Reform Committee, laid out five specific priority areas: Trump family business dealings, the administration’s handling of the Jeffrey Epstein investigation, and ICE operations, among others. He also said he wants to scrutinize the Department of Health and Human Services under Secretary Robert F Kennedy Jr, along with what he called broader allegations of corporate corruption.

“We’re already doing work,” Garcia told the AP.

Of course they are. They haven’t had subpoena authority, so every “investigation” so far has been a letter that nobody had to answer. That changes fast if November goes their way.

Rep Gregory Meeks of New York, the top Democrat on the House Foreign Affairs Committee, said his committee wants to dig into Trump’s international dealings, including around the Iran war. He also wants to examine the administration’s Venezuela operations, from military strikes on alleged drug boats to the US partnership with a private company involving Venezuelan oil.

Targeting Trump’s Iran diplomacy is exactly what you’d expect from the wing of the Democrat Party that was never comfortable with Trump choosing negotiation over confrontation. The same people who cheered every failed military intervention now want to haul the administration in front of cameras over a peace deal. Worth keeping that in mind.

Rep Jamie Raskin of Maryland, in line to chair the Judiciary Committee, called the scope of what Democrats want to investigate “gargantuan.”

“We need to zero in quickly on the forms of systemic corruption that have cost the public huge amounts of money,” Raskin told the Associated Press, “and where there are legislative cures available.”

Raskin has been in the impeachment business for a while now. He served as lead impeachment manager in the second Trump impeachment proceeding, a partisan exercise the outlet has long treated as exactly what it was: a political operation dressed up in constitutional language. He knows how to build a media spectacle. That’s the job description here.

Impeachment Is Already on the Table, and They Know It

Impeaching Trump a third time appears to be a harder sell internally. Democrats inside the caucus appear to recognize that impeachment number three loses some of its drama, given Trump survived the first two without a Senate conviction. So the more likely early target is Cabinet officials.

Secretary of Defense Pete Hegseth already faces articles of impeachment, not from Democrats, but from Rep Thomas Massie of Kentucky, a Republican, over his leadership at the Pentagon and his handling of the Iran war.

Democrats will jump on any opening Massie or others create. They don’t need to light the match themselves if someone else does it first.

And the pattern of denying impeachment intent should be treated with the same skepticism it deserves. In 2018, Democrat leaders delivered almost identical assurances that impeachment was not the plan. Then they won the House. Then came Ukraine. Then came January 6. Whatever Democrats say publicly about impeachment before an election, the historical record says the actual behavior after the election tells a different story.

Jeffries’ “haven’t ruled anything in” line is designed to calm swing voters while sending every signal the base needs. This is a well-worn tactic. Anyone who followed 2018 closely recognizes the cadence.

What Robert F Kennedy Jr Has to Do With Any of This

Garcia putting Health and Human Services on his investigation list is worth pausing on. Secretary Kennedy has spent his tenure at HHS raising real questions about chronic disease, food safety, regulatory capture by pharmaceutical companies, and the coercive public health apparatus that expanded wildly during the pandemic years. Those are legitimate areas of inquiry that the medical establishment and the political class both have a strong interest in suppressing.

Democrats investigating HHS under Kennedy is not about accountability. It’s about shutting down the one voice inside the federal government that has consistently challenged the institutions Democrats spent years defending, even as those institutions pushed lockdowns, mandates, and guidance that changed by the week. Kennedy represents a genuine threat to the consensus those institutions spent decades building. Of course he ends up on the list.

The MAHA movement isn’t going away. And putting Kennedy in front of hostile Democrat committee members during what promises to be a televised spectacle won’t kill the questions he has raised about regulatory capture and parental rights in medical decision-making. It will just give those questions a bigger audience.

The Bigger Picture Behind the Investigation Machine

Democrats don’t just want to conduct oversight. They want a two-year television show that runs wall to wall up to the 2028 election, complete with dramatic hearings, leaked documents, and nightly cable segments about the latest subpoena fight.

That is what a Democrat majority actually produces. Not legislation. Not solutions. A permanent investigation machine aimed at turning every executive branch decision into a scandal, every personnel choice into a scandal, every diplomatic negotiation into a scandal.

They did it in 2019. They’ll do it again if given the chance.

And they’re telling anyone willing to listen exactly what they plan to do. The mistake would be treating the “we haven’t ruled anything out” language as moderation. It isn’t. Jeffries knows what his caucus wants. Garcia and Raskin know what they’re building. The only question is whether November gives them the tools to build it.

The voters who sent Trump back to Washington in 2024 did so knowing exactly who and what they were rejecting. A Democrat House majority in 2027 would treat that mandate as a target, not a fact to reckon with.
